What type of Android issue is this? Reboot or Crash

What steps would let us observe this issue?
1. I'm in safe mode now. If I turn on wifi it will start the reboot loop. Cellular only seems to work.
2. The phone is unusable using wifi, until this is fixed. I had a carrier services update this morning.
What did you expect to happen?
Work normally using wifi

Phone bootloop with wifi on

Turning wifi on causes the bootloop. My current wifi originates from a TMobile home internet cellular gateway.
