@2 It shows it without a console. But the parameters are what makes it on top, and turn off the display while still let you mirror it.
You can also start the tool normally without any parameters and press left-ALT+O to turn off the display.

So could be nice to have on-top window, with the ability to close the IDE and still have the window alive (just like emulator can be as such).

There are no plans to make device mirroring available separately from Studio.
Turning off device display is already supported (see Settings > Tools > Device Mirroring > Turn off device display while mirroring).

@5 Why not? For emulator I can have it run without the IDE, and this I can't?
How so?
Both are for testing on Android OS, whether the IDE is running or not, so I can also send APK and use adb commands without the need of the IDE running.
Please re-consider.

Emulator is a separate binary that was developed as such from inception. Device mirroring is a Studio feature.

Be able to use Android on the desktop, to work on it.
Why would you want to restrict mirroring to just the IDE, when you know the competition offers much more?
What would make me switch to Android Studio's mirroring? What does it have that ScrCpy doesn't?
For a good competition, both should have as many features as possible.
Otherwise, I see no reason to even try what Android Studio has.
Do you plan on making it better?
