This was definitely intended as a bug report, not a feature request.

This is still an ongoing issue vs obsolete, and it seems the first available builds of Android 14 have this issue as well. I provided the requested information to the address given above.
Description
In Android 11 and older, the battery statistics page would always show the stats since the device was last fully charged. If the user charged their device to or above 90%, the stats would reset, considering the device to be fully charged. This paradigm was removed with Android 12, instead showing all stats from the last 24 hours only, removing the ability to track battery usage as the device discharged.
Thankfully, Android 13 QPR1 brought back the ability to see stats from the time the device was last charged, however, they only reset if the device is actually fully charged all the way to 100%.
As myself and many other users don't always start each day by fully charging all the way to 100, expected behavior is the stats would reset as they did before, when the device is unplugged after reaching 90% or greater. It doesn't make sense to not consider the device fully charged if the user grabs their device off the charger at 99%, for instance.
Device info: Pixel 7 Pro, Android 13 QPR1 (TQ1A.221205.011). This behavior also shows with other supported Pixel devices.
Steps to reproduce:
1. Use device normally throughout the day
2. Charge device
3. When the system reports a charge level of anywhere between 90 and 99%, discontinue charging.
4. Observe that the battery statistics page in Settings has not reset when the device was last "fully charged".
5. If you plug the device back in, and fully charge to 100%, the statistics will then reset when the device is unplugged.
Expected behavior is that the statistics will reset if the device is unplugged at a charge level of 90% or greater.
