Perhaps someone from the android dev team should take a look at a blog post from 2004 named "The arms race between programs and users".
This is such an anti-feature i can't imagine what kind of convoluted threat model prompted this change, is there any possibility for it to be reconsidered ?
My argument is i believe FLAG_SECURE is an anti-user feature and needs to be redesigned in a way to protect user's privacy with optional opt-out rather than simply hindering users.
FLAG_SECURE is easily abused by developers following some weird idea of "security" under a misleading name, consider that:
- Malware still needs screen capture permission, if it gets to that point the device should already be considered compromised.
- DRM has its own specific API which ensure real security where publishers need it
I'm pretty sure IOS doesn't even have an API to block screenshots "just because"

iOS apps can also block screenshots. Check Snapchat's behaviour on the recents app screen.

I don't have a snapchat account to verify, googling for such an api only shows stackoverflow and apple forums results with hacks to make it possibile, the most effective being inheriting a password field, which makes me think it's unintended or at least discouraged, there doesn't seem to be an exact equivalent to FLAG_SECURE.
I apologize if there's one i missed however my point still stands on the fact that developers tend to abuse it where there's no need and i think this is one such case.

Additional comments
I am quite distressed at the level of control that this device has over me because of this arbitrary restriction.
Why do I need to ask Google's permission to take a screenshot on my own phone and why can Google deny it? Why does Google prevent me from using my own phone the way I want to? Is it mandatory to use a custom ROM to enjoy my own devices? I don't understand.
