What type of Android issue is this? Calls / Voice / Mobile Network

What steps would let us observe this issue?
1. Open settings
2. Go to network & internet
3. Go to calls & sms
4. Under wifi calling find your carrier
5. Try and turn wifi calling on

What did you expect to happen?
The switch flips and I can use wifi calling

What actually happened?
I get a white screen and it crashes back to an off state

How often has this happened?
Every time
