What type of Android issue is this? Reboot, Crash or Device Hang

When did this happen?

What steps would let us observe this issue?
1. Reboot the phone
2. In the launcher, slide up for apps
3. Type few letters for name, in my case - feed for feedback
4. Tap the icon to start the app
5. The app is loaded, but the crash message will show on top

What did you expect to happen?
The app will load without a crash message

What actually happened?
No damage, everything works fine. Dismissing the crash message will allow using the app

Frequently

What was the effect of this issue on your device usage, such as lost time or work?
Slight

Additional comments
It happens almost every time after reboot. Later, it happens randomly and harder to replicate.
It still happens a few times a day.
