Screen Record of the Issue
Please capture screen record or video of the issue using following steps:
adb shell screenrecord /sdcard/video.mp4
Subsequently use following command to pull the recorded file:
adb pull /sdcard/video.mp4
Attach the file to this issue.

Alternate method
Navigate to “Developer options”, ensure “USB debugging” is enabled, then enable “Bug report shortcut”. Capture bug report by holding the power button and selecting the “Take bug report” option.

Description
Animation speed scales for Windows, Transitions, and Animator Duration are all set to Off, but when going back to the home screen from a running app, the icon floats back to where it belongs. This started immediately after updating to Android 14 on an ASUS Zenfone 9. It's sounds like the same bug that happened with some Pixel devices when Android 12 came out as reported here:
