Version used: tv-foundation:1.0.0-alpha10, tv-material:1.0.0-beta01 (also alpha10)
Devices/Android versions reproduced on: Chromecast with Google TV / Android TV 12
If this is a bug in the library, we would appreciate if you could attach:
- Sample project to trigger the issue.
> Attaching a retrofitted codelab to match our project as close as possible. We are seeing this in our project as well but we are not comfortable sharing that code – at least publicly, we might be able to do something privately if that's better but I'm still awaiting sign off.
- A screenrecord or screenshots showing the issue (if UI related).

When talkback is enabled, it's skipping over the content in the carousel. We assume it has something to do with us layering elements on top of it to enable a "full bleed" effect and some of the things we are doing to accomplish this. We tried setting semantics as well as a semantics traversal to no avail.
On our example video, when moving down from the chips, the focus jumps down to the first element that's fully outside of/after the overlap, which happens to be the title of the 2nd rail.
