Issue running command [gcloud preview app deploy].

What steps will reproduce the problem?
> gcloud auth activate-service-account [service account] --key-file [service account json]
> gcloud --project=[project name] preview app deploy [path to app.yaml] --docker-build=local --version [version] --quiet

What is the expected output? What do you see instead?
I expected the App to deploy to App Engine.
I see:
