Same issue with Android 4.1.1 on Galaxy Nexus. This is really annoying and I just figured it out now after having to pay a major overcharge due to roaming as I thought I was on the home network.

Are you seeing data use on mobile in this case or is it just that you can't tell you're roaming and so you make voice calls when you otherwise wouldn't have?
I think the missing R is simply a graphic issue, but I need you to verify your experience matches my theory.

For me, I can't tell I'm roaming hence sending/receiving voice calls includes a major overcharge without me noticing before the end of the month.

Actually the phone detects that I'm roaming, because a message appears notifying that data connectivity is lost because of roaming.
The problem is that the user has no way to know if the signal is roaming or not because of the wifi icon overlapping the signal icon.

I have had 20€ charge for roaming data (I'm in Brazil now, and my home network is TIM Italy). Naturally the "Data on roaming" is disabled. Searching I found this topic and actually when I am on wifi the "R" disappears to me too. Disconnecting from wifi it reappears.
Could be that in the few seconds switching off wifi, it connects rapidly to data network, thus exchanging that 1 kB of data that's enough to bill me for Roaming???
Nexus 4 with Android 4.4 here. In the past have used Galaxy Nexus with Android 4.0.4 ---> 4.3 and never had such problem.

I am facing an issue with nexus 5 that it do not show roaming indicator 'R' at all. I tried a lot while staying for 3-4 days in roaming area.This is the only problem i have with this device...rest is awesome.Please help me to get out of this problem.

I'm on Android 4.2.2 on a Samsung S4 Mini and got burned by this bug which left me with close to £50 additional charges.

ConnectivityManager::getActiveNetworkInfo().isRoaming() actually returns false when connected to Wifi and true when not connected to wifi - in a roaming scenario.

My phone was set to roaming and data off. But my company charged for extra international data (just 0,06MB). I guess it is the the same problem.

Description
What steps will reproduce the problem?
1. Make sure your phone is roaming
2. Connect to a wifi access point.
What is the expected output? What do you see instead?
It is expected that the wifi connects and the "R" next to the bars stays present to indicate you are still roaming.
Instead, the R disappears and it looks like you are connected to your local provider. The only way I can tell I am roaming is by looking at the network name from the lock screen.
This is issue is similar to one reported to a modded version of android.
