What steps would let us observe this issue?

1. Open a media player application (YT music, Spotify, ...)
2. Lock the screen
3. Wake the phone without unlocking

What did you expect to happen?
A media player control to show up even if the phone is locked

What actually happened?
There was no media player

What was the effect of this issue on your device usage, such as lost time or work?
None - device worked normally

Additional comments
I use the phone on a stand at work, it's just an additional step to unlock the phone and go to the music app.
