I was already aware about this official statement. As I already tried to explain, this feature was used by lot of developers and removing it cannot be acceptable.
What I would like to have is a new permission to ask to the user in order to do such kind of operation. I don't think is right to remove (or cripple) an official API method without giving an equivalent alternative (or at least a reason).

What about creating the WifiConfiguration from the app?
This way proxy can be changed.
If it's that important for an app like Proxy Settings, the user can spend a minute to recreate the WiFi from this app.
I know it's not an optimal situation (hello Google what about a new permission?) but it's still usable in the meantime.

Allowing apps to manage proxies enables web-blocker apps which use local proxies.
It would be fine if this were a permission that had to be manually granted, as "apps with access to usage data".
The name of the permission should be something appropriately scary. Eg, not "change proxies" but "divert, change, and/or spy on web traffic".

And to all the devs starred on this bug (sorry for all the "me too" above): please make a selfcontrol-style app which creates a temporary local proxy which can blacklist or whitelist web domains, and also do so for apps. What if a setting to enable a "modify WiFiConfiguration" permission was buried deep within the developer settings?

It always saddens me to see developers having to listen to panicky managers when it comes to security. Feels similar to when you guys blocked applications from reading ALL other app logs including wpa_supplicant. All because FB was unfortunate enough to print passwords in the logs, causing widespread panic, and spoiling it for the rest...
But after a year and a half of "Do not remove" comments being ignored it seems this "security" concept is here to stay.
But maybe you are willing to make one simple change:
Ignore open networks when enforcing this restriction.
Open networks are open. Changing an open network to open, means... its still open. Modifying or Removing an open network does nothing to increase or decrease security.
This would vastly improve the user experience when dealing with on-boarding software, software that is trying to secure the users device by moving them from an open network to a secure network and then trying to make sure they do NOT jump back on to the open network by disabling or deleting the network.
Would love to chat on this concept in more detail if your are interested.

Ignore open networks when enforcing this restriction.
Open networks are open. Changing an open network to open, means... its still open. Modifying or Removing an open network does nothing to increase or decrease security.
This would vastly improve the user experience when dealing with on-boarding software, software that is trying to secure the users device by moving them from an open network to a secure network and then trying to make sure they do NOT jump back on to the open network by disabling or deleting the network.

There is another issue I did not mention. An upgrade (Currently only from 6 to 7) will cause the system to "forget" the SSID author information (or change the author to System). This results in the original application that created the SSID no longer able to remove the SSID after an upgrade.

I have to use a proxy to test my local code, and having to manually enter the information in the wifi settings is a pain. It would help even if the proxy settings for each network were remembered, but could be turned on/off.

Marshmallow (API level 23)
- Steps to reproduce the problem (including sample code if appropriate).
Write an app that attempts to change the configuration of a network created by the Settings app. When you attempt to save it, the save call will fail with a return value of "false".
- What happened.
The save call will fail with a return value of "false"
- What you think the correct behavior should be.
In my opinion the API should allow the developers to modify any WifiConfiguration.
I guess this change is some sort of security enforcement to avoid that malicious apps to modify the WifiConfiguration without the users being aware of. So, for few malicious apps, you introduced a change into the API that break irreparably lot of good and successful apps.
Changing the WifiConfiguration objects created by others should always be possible, maybe introducing some special new permission that needs to be granted run-time, so the users are happy but also more conscious about what their apps are doing.
