I've noticed, that using e.g. DateFormat.getTimeInstance(DateFormat.SHORT) returns 12 hour format instead of 24 hour format if the locale is German and 24 hour format is set in settings (haven't tested it with other locales).

In the screenshots attached, you can see that there are "vorm." and "nachm." shown, which stand for "am" and "pm" respectively.

Using Nexus 5x, Android 6.0.1 (Build MTC19V), but I've seen it on Android 5 before.
