I too experienced this. It happened when my device was updating to the most recent quarterly release. So I wonder if the 80% restriction somehow gets removed or ignored during the update process.
Unless they changed the percentage indicator to function like Samsung where your device limited to 80% will show the 80% as "fully charged" icon. If they did change that, it would have been nice to see in the release notes so we're made aware.
In the mean time, I sit and wait for my awesome battery to drain low enough that I'm back below 80% and can stick it on the charger to see if the limit is super broken or only breaks during updates.

In beta 1, this did not happen to me, but now that I've updated to beta 2, it's happening. The system completely ignores that I have the option to charge up to 80% enabled.

Validated Limit to 80% was set to ON. Rebooted device. Validated Limit to 80% persisted post-reboot, yes. Battery continued to charge to 100%.
