Thank you for taking the time to improve libphonenumber!

We already support 04xxx as valid short numbers, see 'Short Number Results' section in the demo link https://libphonenumber.appspot.com/phonenumberparser?number=04045&country=NO

Regarding others i.e 02xxx, 03xxx - 09xxx we will check and update as soon as possible.

Status: Won't Fix (Intended Behavior)

We already support 02xxx, 03xxx - 09xxx as valid UAN numbers. See demo https://libphonenumber.appspot.com/phonenumberparser?number=02222&country=NO

04xxx is supported as a short number because it can be used to send SMS as well.
