Issue summary:

Customer would like for us to add an easier way to grant database privileges to IAM users and groups
Currently by default I AM users and groups do not have any database privileges
They would like an easier way to grant privileges to users
They mainly want to avoid having to manually give privileges to IAM groups on each database and would like a command that does it all in one go .
