We are seeing crash #2 as well in our Android TV and Fire TV applications. We are using the androidx.leanback:leanback:1.0.0 version.

Problem you have encountered:
There is an inconsistency in organization policy list output between Cloud Console and gcloud.
Cloud Console shows both default and explicitly enforced constraints via an internal API, while gcloud org-policies list, using ListPolicies API, only shows explicitly enforced policies.
This discrepancy is further complicated in secure-by-default organizations due to automatically enforced policies, as listed in this
