Alternate method
Navigate to “Developer options”, ensure “USB debugging” is enabled, then enable “Bug report shortcut”. Capture bug report by holding the power button and selecting the “Take bug report” option.

Description
HARDWARE PLATFORM:
Device Manufacturer: Google
Device Brand and Device Model: Pixel 9 Pro XL
Android OS Version : 15
Android OS Build Number:AP4A.250205.002
STEPS TO REPRODUCE:
Set English as main Language (number 1)
Add Arabic (I tried Saudi and Egypt) As a second Language
OBSERVED RESULTS:
Android system and apps that support Arabic such as Outlook would start using Arabic as the default language for the system UI. This means settings and titles are all in Arabic instead of English. Restarting the phone fixes the issue for a an hour or sometime 5 minutes before it comes back again and the UI changes to Arabic. The phone would also randomly switch between English and Arabic for UI at times. It's a real mess at times. The solution is to remove Arabic and then I can't type anything in Arabic since it removes it from the keyboard as well.
EXPECTED RESULTS:
The expected behavior is that the system would allow me to switch languages on the keyboard interface so I can type on both keyboards while retaining English as the main language for OS and apps. This means the UI is English every where and apps are also using English UI
