As per the German numbering plan in

Prefix 192 with length 4 to 6 digits is assigned to "Online Services". Such numbers are not supported in our library hence isValidNumber is 'false'. However we do support other numbers with length 4 to 6 digits so we return isPossibleNumber as 'true' for both 19222 (5 digits) and 192225 (6 digits).

Prefix 203 with length 6 to 11 digits is assigned to "Geographic Area code - Duisburg" i.e it is assigned to Fixedline numbers. So 203192225 / +49 203192225 (9 digits) are valid numbers.

Hi, as I noted and proved by BNetzA (authority for German number plan) - this is a special number even as Fixedline number.
So in an Area e.G. Duisburg 203192225 / +49 203192225 is not a valid number. It's an explicit exception from the general fix line numbering which you are quoting. Please have a look on this addition to numbering plan:

We store only the prefixes in our database (eg.203) and not the complete number as it is PII. So we support a complete 203xxxxxx including 203192225.
In order to keep the size of the XML files to a reasonable level, it's necessary in some regions (e.g. "DE" or "AT") to simplify number ranges. This results in a relatively small amount of false positive numbers (i.e. numbers that should be reported as invalid, but which are now shown as valid).
