Posting an update. I was able to fix the bug by downgrading mesa (from 25 to 21).
I don't know if you're supposed to close my issue as the root cause of the problem remains undetermined and I'm not sure whether it's your or mesa developers' bug.

we see quite some problem with intel graphics card, mostly due to buggy drivers. here it appears to be the case.
as you downgraded the mesa and that changed the intel gl driver as well.
please keep using software rendering in this case, as we cannot fix intel driver.

Steps to Reproduce Bug:Actually this issue has something to do with Vulkan or Mesa. Maybe the last update of either of them broke Android Emulator. Who knows...
I wouldn't be able to open Extended Controls if I hadn't run the virtual device successfully. And to run it successfully, I had to switch to Software Rendering instead of Hardware Rendering. The problem occurs with Hardware Rendering! And it didn't use to be there before. I think I've tried everything.
Expected Behavior: The successful launch of the virtual device.
Observed Behavior: It says "Starting AVD..." for a second or two, then the message disappears, but the loader keeps spinning.
I also tried launching the virtual device using command line. I think you'll find this information useful:
