Steps to Reproduce Bug:open extended control panel window

enable emulator always ontop

the emulator will be always on top and work correctly .

but if you minimize the emulator window and then open it again it will not stay on top abd the switch of stay on top will stay enales

you need to stop and start in to run again

this issue is happen on mac mini m4
