Thank you for taking the time to improve libphonenumber!
Prefix 904[0-37-9] is not specified in any official sources. Also Iran mobile numbers are of 10 digits in length but the numbers provided by you have 12 digits which is incorrect.
If you still think these prefixes and length are valid then please provide official evidence. See our contribution

New number ranges:

Would you please implement new number ranges in your system?
