I encountered a UI issue on developers.google.com where the "Get Recommendations" popup is overlapped by the page content, making it difficult to see and interact with. This affects the visibility and usability of the popup.

Since I couldn’t find the correct place to report issues for developers.google.com, I am submitting this here on developers.chrome.com in case it reaches the right team. If there's a better place to report this, please let me know.

Steps to Reproduce:

• Visit developers.google.com for the first time (or in an incognito/private browsing session).
• The "Get Recommendations" popup appears.
• Do not click the "Got it" button in the popup.
• Scroll down the page and observe that the popup is partially hidden behind the page content instead of being properly displayed on top.

Expected Behavior:

• The popup should remain fully visible until the user dismisses it.
• It should not be overlapped by other content.

Actual Behavior:

• The popup is partially covered by page content, making it hard to read and interact with.
• If the "Got it" button is clicked before the content fully loads, the popup disappears as expected and does not reappear.

This issue is likely caused by a CSS z-index conflict or incorrect stacking order of elements.
