In cl/742366404, I wrote a cros_setup_toolchains two-liner that should install all llvm-next toolchains for a given board. Intended usage is:

$ ${toolchain_utils}/llvm_tools/workon_llvm.sh amd64-generic
$ sudo cros_setup_toolchains --board=amd64-generic --nousepkg
$ cros build-packages --no-usepkg --board=amd64-generic

...But that fails to install all llvm-next toolchains needed for amd64-generic's build (as evidenced by builds breaking due to lack of compiler-rt files).

This bug tracks investigating why.
