Description
1. Describe the bug or issue that you're seeing.
The Device Settings Shortcuts popup triggered from the Running Devices tool appears in the middle of the screen and sometimes lingers without the possibility to dismiss it. It also appears on top of all other apps which means you need to restart Android Studio when it happens.

Don't think it's a 100% but I've just used an emulator of Pixel 9 Pro Fold, build and run the app and open the menu. It's happened at least 5 times in two days.
