Fix workaround of forcing strong biometrics
1. Use mPromptInfo.getAllowedAuthenticators() to decide whether to use
fake crypto object to force strong biometric, instead of the
consolidated authenticators.
2. Replace isStrongBiometricAllowed() with isAtLeastStrength().
