What type of Android issue is this?

What steps would let us observe this issue?

1. Receive an incoming phone call on the Pixel 7 Pro (running Android 16 Beta). Make sure the phone starts ringing.
2. While the call is still actively ringing (before you answer or reject it), attempt to switch to another application that uses a keyboard for text input. Examples include:
   • WhatsApp
   • Facebook Messenger
   • Gmail (or another email app)
   • Google Keep (or another notes app)
3. Once in the other application (e.g., WhatsApp), navigate to a chat or text field.
4. Tap directly on the text input field where you would normally start typing a message.
5. Also try to go back by gesture from any app while incoming call.

What did you expect to happen?
The keyboard (Gboard or the currently selected keyboard) should appear at the bottom of the screen, allowing me to type text into the input field, even while the incoming call UI is visible or active in the background/top notification. Also By back gestures it tends to go back from the present screen.

What actually happened?\

• The keyboard (specifically tested with Gboard, but potentially affects all keyboards) fails to appear on the screen.
• Tapping the text input field repeatedly does not bring up the keyboard.
• It is impossible to type in any application while an incoming call is actively ringing.
• The keyboard functions normally again after the call has been answered, rejected, or missed. * Also while I come to call using back gestures it doesn't operate or go back to the previous screen.

What was the effect of this issue on your device usage, such as lost time or work?
Extreme - device was unusable
