What steps will reproduce the problem?

1. Setup 2 Gerrit nodes with:

• pull-replication
• kafka-events broker

2. Create a change in Gerrit1
3. Check the message_logs

What is the expected output?

In Gerrit2 there should be a fetch-ref-replication-done event.

What do you see instead?

No fetch-ref-replication-done event has been fired.
