Please provide the bugreport For us to further investigate this issue.
1 On your TV go into Settings, Device Row, Click on About. Tap "Build" seven (yes 7) times. Developer options will then appear in Settings.
2 Still on the TV, go into Developer Options, select Debugging, then enable "USB Debugging".
3 Grab your Android Phone with an @google account on it**. Install the Android TV Remote Control App on your phone.
4 Open the Android TV Remote Control App and connect to your Android TV.
5 Open the left drawer and select capture bug report.
6 About 20 seconds later, the bug report collection will finish.
Note: Please upload the files to google drive and share the folder to android-bugreport@google.com, then share the link here.

+Tom as this may be an internal plugin issue. I've gotten two external reports that they're seeing this behavior as well, so they may add their idea.log files to this bug, which I can use to see if they have any non-standard plugins installed as well.

BTW, there used to be a bug in the platform where clearing the log will cause it to stop producing logs anymore. IIRC, it was only present in 1 version of the platform, probably a couple of years ago.
I'd check if all these reports are from the same API level, and if so, also try this from the command line:
In one terminal:

From another terminal:

See if the first terminal continues showing logs after you do the clear from the 2nd one.

I just updated my Sony ATV1 based TV to Nougat yesterday. YouTube app is still 2.02.08 and stuttering of 1440p60 and 2160p60 is still apparent. At least the web frontend of YouTube has changed so that you can select Quality again manually, enabling you to switch to 1080p.
Total shame that Google cannot get 2160p60 playing smoothly on those MediaTek based sets.

SmartYouTubeTV (which is based on the native YouTube 1.x app) plays 4K@60fps without a single frame drop or micro-judder. It can even do VP9.2 YouTube HDR on Sony Android TV. Why can't Google get the job done? This is a total embarassment. Still haven't heard a thing from Google. So this is how you treat your own platform? You should probably bury it. Bought an Apple TV 4K. Every app runs so much smoother and is so much better integrated with the OS...

Same problem here, using Sony KD-49XE9005, TV-Firmware 6.2858, TV-Android 7.0, YouTube App 2.02.14.
Very unimpressed, my old Panasonic running Firefox OS and the corresponding YouTube App worked perfectly. Google, you can reproduce this with ANY 4k 60fps demo on YouTube.

Congrats Google on the latest YouTube update. Video playback does not go above 720p60 anymore. App stats say that this is the 'Optimal Resolution'. Really Google?

In a direct comparison between 1.x and 2.03.06 the older version still performs way smoother, as it doesn't show any micro-jitter whatsoever.

Yes indeed. Despite YouTube's promising changelog of version 2.06.06, 2160p60 video still suffers from stuttering (frame dropping and jittering/micro-stuttering). Quad-core Cortex A53@1.1GHz still does not seem to be fast enough.

Just tried YouTube 2.07.02 on an ATV2 based (MediaTek MT5891 with quad ARM Cortex A53 @ 1.1GHz) BRAVIA XF90 (X900). 2160p60 still drops frames and ehibits frequent micro-stuttering. Looks like the problems will never get fixed.
My ISP is 120mbps which I do get accordingfast.com opened via VEWD browser on the BRAVIA. YouTube app nerd stats attest a bandwidth of around 70mbps to their servers. So that's plenty for YouTube 4K (2160p60).

I also have massive performance issues with Youtube on my Philips 55PUS6581 with anything over 60 fps. Audio is fine but the framerate is all over the place.

I could try a recent Sony BRAVIA XG95 at a local MediaMarkt store. This TV is equipped with a MediaTek MT5893 with quad ARM Cortex A73@1.5GHz. While there is no frame dropping compared to MT5891 based BRAVIA XF90 (quad ARM Cortex A53@1.1GHz) when playing 2160p60 content while in parallel navigating the menu (down key while playing a video), both suffer from micro-stuttering in the same way which especially becomes obvious in panning shots. IMHO there is something wrong with the VSync handling. Dunno whether it is app or OS related. Many apps struggle with 2160p60 on Android TV. YouTube playback on a rather cheap LG UM7100 with webOS is perfectly fine!

I use latest available YouTube app version 2.07.02. Yes, network and playback optimizations have been mentioned in the changelog. But it does not solve the frame-dropping while navigating menus and general micro-stuttering for 2160p60 video on Sony BRAVIA (especially those based on the MT5890/MT5891).

I just installed new version 2.08.10. This version seems to decrease network throughput again. YouTube connection speed is only 20-30mbps according to nerd stats with playback never going higher than 1440p60. Internet/network speed (tested on fast.com via Vewd browser) on my BRAVIA is at about 140mbps (over 802.11ac).
Not sure whether Google will ever get their YouTube app for Android TV right. Real shame considering that YouTube and Android TV both belong to the same brand.

The newly released 2.09.07 is the best YouTube2 version so far. It fixes the network throughput issue for me. Playback quickly rises to 2160p60 resolution, only occasionally exhibiting micro-stutters, probably depending on the running background tasks on the BRAVIA which is still quite bloated. 2160p60 content is at least watchable now, even though 2.09.07 is still not on par with the ancient YouTube1 app versions.
What is still a major disaster is playing 2160p60 via Chromecast. Hope this player can be brought to the same foundations as current YouTube (and maybe fix the last micro-stutters).

Playback of high frame rate content (60p) stutters, already starting at HD resolutions and getting worse at QHD (1440p60) and UHD (2160p60), while they play buttery smooth in previous YouTube 1.3.11.
A perfect example for verifying this issue is the Cinematic 1440p60 Test with lots of panning and movement inside. The video was played at its full 1440p60 resolution in both players and with the same TV settings (e.g. Motionflow a.s.o.). 60p on a 60/120Hz panel should perfectly be playable without any judder.
It is probably worth mentioning that YouTube 2.0 consumes way more CPU time compared to the old 1.3 version. Here is a quick representative comparison while playing the above mentioned clip:
