It seems rotation does work after you open the emulator settings (using the three dotted 'more' button)

CPU Manufacturer: Intel CPU
Virtualization is supported
64-bit CPU
Steps to Reproduce Bug:
Emulator will not rotate using the rotate buttons, only the content shifts 90 degrees. The emulator sometimes will display in landscape when you click on the "extended control" but then it will not rotate back to portrait. Behavior aplies to all virtual devices tested
Expected Behavior: Emulator rotation between landscape and portrait when you click the rotate buttons
Observed Behavior: Content rotation only, emulator remains stationary
