You can try tapping on the bell when adjusting the volume, that will toggle vibration and silent mode.

The issue is that there is no way to adjust ringer volume without making noise. I'm well aware of vibration and silent.
I don't want to use vibration and silent because I want to hear my phone ring. But I want to hear it at different volumes at different times and places.
And I want to be able to make that adjustment without everyone around me hearing it every time.

Today is Mar 18, 2019 and the issue is still not fixed. This is an annoying every day problem for me to not be able to adjust the ring volume with the volume button. (Android 9 - Pie)

This is resolved in Android Q. When you adjust the ringer volume in Sound settings, it no longer makes any noise.

That does not resolve the whole problem. Many people want the volume buttons to adjust the ringer by default, as it always did before. A simple switch option in settings would allow users to choose how the volume buttons function.

Yes adjusting media volume by default and taking away a shortcut to the other volume controls is ridiculously stupid. This is a pain every single day and I'm trying to find out how to refer to the old version. This same issue applies to the Bluetooth settings also, shortcut taken away for no good reason and what used to be done in one tap now requires three menus of settings

The thing that irks me about this thread is that I complained more than 7 months ago about how a new major OS update resulted in worse functionality than the main competing platform's OS 3 years prior, and the result is that the next major update is *still* gonna provide a worse experience than that. I just don't understand it. Multiple people are complaining.
It's not a particularly complicated thing that we want. In fact, the original functionality from Android 8 worked just fine. But as part of the UI overhaul, a common use case was just basically destroyed.
When I'm at work, I want my ringer volume to be medium-low. Not so low that I can't hear it, and not so high that it disrupts my coworkers. When I'm not at work, I want it to be max volume. During meetings, I want it on vibrate.
Attending or leaving a meeting, the friction of switching between ringing or vibrating for a call is really low, so I can just do it without thinking. But for the other cases, because that friction is so high now, I simply don't bother.
Before, changing ringer volume involved:
1. Tapping/holding the physical volume buttons while media wasn't playing until it reached the desired slider level
2. (If media is playing) Tapping the arrow that appears when a volume button is pressed in order to get the volume drop-down menu, then sliding the ringer to the desired level
Now, it means:
1. Tapping a physical volume button to get the volume slider to appear
2. Tapping the settings icon
3. Inside the full screen settings app that showed up even though all I wanted to do was change the ringer volume, I can now finally change the ringer volume, but I have to quickly tap the home button to leave the app before it makes noise if I'm trying to adjust it in a quiet area.
The same process is possible on both versions of the OS, but in one version, it's way worse across the board. There's an argument to be made about the consistency of the volume buttons changing ringer volume vs media volume, especially when some applications manage to act as though they're playing media even when they really aren't, but I had no issues with it until I upgraded to Pie.
The most irritating thing is that there is no benefit to the new way of doing things that I can observe. It's just worse. Also, complaining about something and then having to wait a year to see it even improve slightly kinda sucks.

Here, here. The functionality of the volume buttons in Android 8 was perfect. Android 9 has destroyed that functionality.
If we can't go back to the same functionality as what we had on Android 8, then at least give us the choice of which volume (ring, media, call or alarm) we want the volume buttons to adjust when pressed.
In it's current form the the removal of this functionality between android 8 and 9 is a terrible example of bad user case development.

Adjusting volume in settings quietly is an improvement, but it's still not as good as Android 8.
Before, if media was playing, the rockers defaulted to media volume, and if there was no media playing, it would default to call/notification volume, but it would also pop up a little control to adjust media too. Changing the volume rocker buttons default to media is fine but please also pop up the little volume control UI so that call volume can be adjusted easily.
Previously if you wanted to mute a video before you started it you just tapped volume button then drag the media slider down. Now the default is changed but the additional controls are also removed. Please just bring the good functionality from 8 back, and if you must, set the default to media instead of call volume.

Issue is still not resolved in Android Pie and we are not sure whether we will get next update of android or not.
Even we get the update it is harrasment till the time it does not get resolved.

My Xiaomi Mi A2 or Mi 6X for some countries is a loud phone. So i had a habit of turning down the volume when i was in office and increasing it later to max when in public places or home (when the phone is kept away from me). In Oreo that required just press of the volume buttons and if i needed to change other volumes there was a dropdown to show all sliders without making any noise. The day i upgraded i was in a meeting room, so i thought of reducing the volume so that if it rings its low, i couldn't an option by pressing volume rocker so i decided to go to settings and the moment i touched that volume slider bam, What i was trying to avoid happened loud ringtone in the meeting room and all eyes on me. Also the media volume was very intelligent back then, if a media was playing you got media slider by pressing volume rocker. Now what do you get by those buttons is basically a regression from the previous state. Even if a change was required to make it media default, an option in settings would have been best and why get rid of that dropdown to get other sliders. Google should take note of so many people complaining and fix it.

Frustrating problem with this new update, please return the volume buttons to control Ringer like it should be .

No it is not what android users want, we need side keys to change ringers volume silently without going to aettings.
I'm thinking of resetting the phone to factory settings and enjoy the orio version because it seems google is not trying to solve this madness at all.

I still have the same problem: I can't adjust ring volume using my smartphone's side button. This is VERY VERY ANNOYING! Please, somehow make available the former (android 8) behavior. Please, take this serously. Even if it seems to be a tiny issue, it is a basic need to control your phone's volume the simpliest way.

I too notice that volume rocker hw buttons only adjust "media" volume in all cases and do not affect ringer volume in any way. As of April 2019 update, there is still no way to change ringer / notification volume as a default option nor to do so silently.

* press volume rocker
* touch settings icon
* ENTER MY PIN (many presses)
* change ring volume
* quickly get out before very loud noise causes everyone in meeting to look
Fixing that last bit is a microscopic part and in no way helps the main issue of a ruined interface for a major use-case. I can't believe this even needs more than 5 minutes discussion to agree to properly fix.

I just got a Google Pixel 3 and a Moto Z3 and was horrified to find that my side volume control no longer controlled my actual ringer volume, but media volume instead. I need to be able to adjust my ringer volume discretely in my pocket, without having to look at the screen, like I've been able to do on every single cell phone I've had in the last 15 years! If I'm using media, yes, the buttons should adjust that, but otherwise they should adjust the ringer! Please at least give us the option of choosing which the buttons will default to.

This is ridiculous. My OP3T just got the Pie beta, and I was annoyed to find that Google messed up with a perfectly working volume control design. I used this option to change ringtone volumes for about 10-20 times a day, depending on the environment I am in, and this 'making a freaking sound when changing ringtone volume' without any alternative is an extremely brain-dead feature in Android Pie.Whoever thought of this when developing Pie should be immediately fired. What were those people thinking?

As of this morning, neither of those options exist. The *only* way to change ringer volume is via the Settings menu. And doing this causes the phone to ring.
At home, I want my phone to ring loud, as I often am wearing headphones. At work, I want it to be at roughly half volume, so I can hear it if I'm not looking at my phone. When I go to lunch, I want it to be loud again. When I get back to my desk, quiet. During a meeting, depending on the meeting, I might want it on vibrate, or low.
Switching between all of these various options, yesterday, was as easy as holding one of the volume buttons on the home screen. If it adjusted media volume, I could tap the drop-down arrow to see the other volume sliders, then slide the ringer volume to wherever I wanted it, silently. Now, being incognito is completely out of the window. I can pick one volume, then switch between that, and vibrate, or nothing. One of the most common, frequent, several-times-daily use cases for my phones, for something like 10 years, is now gone.
For comparison, on iOS 9, released nearly 3 years ago, ringer volume changing works exactly how I described it, for the most part. People who didn't want to control ringer volume with the volume buttons could specifically disable that in settings.
If you were gonna remove the ringer options from the volume slider that appears when you press the button, why not add an option to decide its behavior? Better yet, why not bring back the old behavior, but add an option for people who prefer to leave their ringer volume at one level (or silent/vibrate) always?
