What type of Android issue is this? Reboot or Crash

What steps would let us observe this issue?
1. Turn phone on
2. Can't unlock screen to unlock phone acts like I'm not even touching the screen
3. Press power button again turn off press it again turn on
4. Attempt to unlock phone fail
5. Hold power button until it brings up power options then touch finger print on rear of device
6. Will now let me enter my unlock pattern or will force restart
7. Continue process till i can get access to phone more than ten times a day for sure

What did you expect to happen?
Unlock when i touch the screen

What actually happened?
Nothing

How often has this happened?
Every time

What was the effect of this issue on your device usage, such as lost time or work?
Extreme - device was unusable

Additional comments
I've sent many bug reports. I can't upload it to Google drive the phone will not let me record the screen while having this issue
