What steps would let us observe this issue?
1. I hear pings for different notifications on the device
2. I check the device and no notifications in the notification bsr
3. I check different apps and there are new notifications sitting there
4. Restarted the phone and the issue still persists

What did you expect to happen?
When device pings for notifications, I expect notifications to be displayed in the notification bar

What actually happened?
Notifications are not being displayed

How often has this happened?
Every time
