What steps would let us observe this issue?
1. 1. Received text message
2. 2. Phone vibrated to indicate the text was received
3. 3. No notification appeared
4. 4. Text message was received when messages app opened. Notifications dot on messages app icon showed that there was a notification
5. 5. In notification history, notification for received message shows up as "dismissed"

What did you expect to happen?
A notification would pop up on the lock screen, on the status bar, or in the notification drawer

What actually happened?
No notification displayed

How often has this happened?
I don't know

What was the effect of this issue on your device usage, such as lost time or work?
High

Additional comments
Some text messages/other apps from the last 24-48h did show notifications, others did not. No change with restarting phone.
