What type of Android issue is this? User Interface, Display, or Rendering issue

What steps would let us observe this issue?
1. Few hours (or less) after reboot, notifications doesn't pop up. Not for messages, not for calls. Phone vibrates but nothing on screen (notifications seen in my paired Pixel watch correctly)

What did you expect to happen?
Notifications works as expected, seen on display

What actually happened?
Vibrate only, no visual notification

Frequently

What was the effect of this issue on your device usage, such as lost time or work?
High
