What steps would let us observe this issue?
1. Normal use of a phone
2. Did not find the thing that triggers it but need to restart the phone Completaly to receive notifications again

What did you expect to happen?
I hear sounds but I can't see any notifications

What actually happened?
No notifications from apps are visible
