What type of Android issue is this? User Interface, Display, or Rendering issue

When did this happen?

What steps would let us observe this issue?
1. Turn on google pixel 7 pro.
2. Notifications show up.
3. After few minutes I stop getting notifications.
4. I still hear buzzing but i don't see any popup or notification show up in the bar. The app will get a notification icon next to it but this is not the usual behaviour of phones.

What did you expect to happen?
I should see notifications popup and in my top bar.

What actually happened?
I see nothing. I only hear my phone buzzing.

How often has this happened?
Every time

What was the effect of this issue on your device usage, such as lost time or work?
Extreme - device was unusable

Additional comments
I miss calls, texts on social media, emails, work notifications.
