What steps would let us observe this issue?
1. Notification pannel is blank even when notification arrives
2. No notification are visible in the notification pannel when any new notification arrives
3. I have to restart to make notifications visible back again

Notification to be shown in the notification pannel

Notification are not visible in the notification pannel even when new notifications arrives
