What steps would let us observe this issue?
1. everything was fine before going to sleep, but after opening phone in the morning, couldnt see notifications, only got vibration and sound of new notification and notification badge in home screen, also none of the notification toggles were clickable.

What did you expect to happen?
see notifications and notification toggles to be clickable

What actually happened?
couldnt see notifications, only new notification sound and vibration happened and notification toggles werent clickable

Occasionally

What was the effect of this issue on your device usage, such as lost time or work?
Extreme - device was unusable

Additional comments
this has happened three times so far, in 14 beta 2 and 2.1, unable to use builtin screen recorder, as the notifications are not usable, need to restart phone in such cases
