Correct JCEF is not bundled by default with Android Studio see
There's some workarounds mentioned there you could try e.g. downloading a similar version from JetBrains but with JCEF support and running Android Studio with that JRE.
If that doesn't work I suggest reaching out to the plugin developers of Bito.

What steps would let us observe this issue?
1. Access the notification panel
2. Tap on quick setting tiles or brightness: nothing happen
3. Reboot the device to fix it
What did you expect to happen?
Quick tile to respond when I tap
What actually happened?
Nothing

Extreme - device was unusable

When this happens, you can't change brightness anymore, even in settings
Can't record the screen too when this happens, so i can't upload one
