If statistics are disabled on their video, you can not access them via the API. Even if you can see the view count, like count, etc on the video on the main page - you still can't get that info from the API.
I tested this with a video I have access to, but you should probably do so yourself if possible.

When I unchecked the flag, suddenly the YouTube API stopped returning view count, like count and so on.
However, that's not what the YouTube API documentation (https://developers.google.com/youtube/v3/docs/videos#status.publicStatsViewable ) says:

We also had the same problem today. It usually do not have any problems, but suddenly DATA API do not give `statistics` data.

Yes,
the problem started today. This issue is occurred only when the video statistics are hidden by owner. But this is non-logic. We can see views, likes and discount usually via Youtube' web interface. Why we cannot access these statistics by API?
I hope this is temporarily problem and will be not too long.

Exactly, same problem on one of the sites I'm currently working on. I hope we get a fix soon, it would be bothersome to ask the client to select to show on each video, when they have so many videos, and probably won't want to set that option...

Just chiming in with the same issue:
- On April 6, all &part=statistics responses contain numbers in the statistics section
- On April 7, ~25% of responses omit viewCount, likeCount, dislikeCount, favoriteCount, commentCount from the statistics section

Have this issue but was pretty easy to work around it. I'm fine with not getting statistics information if the video owner has disabled them (that's his prerogative, in my personal opinion) - what I'm worried about is that this could be a bug that is "hiding" information that should be available on videos that have statistics sharing enabled.
The reason why I think this is, indeed, a bug, is that it breaks backwards compatibility (earlier, videos would have the 'statistics' section but hide the individual 'likeCount' and 'dislikeCount' fields) and I'm also following the YouTube API blog and I can't remember seeing a change that big (breaking everyone's codes here) announced there.
Google, please make sure if this is a bug or not (hiding information that should be public, enabled by the user or by being the default mode) and fix it if that's the case.

The problem is still there. More than 10% of videos have this issue and things going to worst.
I believe, Google should fix this issue. There haven't any reason to stop delivering statistics. If we are able to see total views, likes or dislikes through any video page, then is normal to access these stats via API...

The problem seems to be multifaceted:
1) Videos with 'publicStatsViewable: false' even though they are clearly 'true' based on viewing them onyoutube.com (not cool, but doesn't break code)
2) Some 'publicStatsViewable: false' videos not at least including statistics.viewCount/likeCount, when all documentation says they should (breaks code depending on logic)
3) When none of the subfields of 'statistics' are public/present, the 'statistics' structure is missing altogether even if 'part=statistics' (breaks code/logic)
Is there no way to escalate this issue/get a response from someone?

We're seeing the same issue and I certainly hope this is correctly identified as a bug. If today's cumulative stats are available from the site, they should be available via the API. I'd think that any option to enable public statistics viewing by the owner would only apply to the historical cumulative & daily stats that are viewed from selecting "Statistics" for the video from the "More" menu.

Requested videos do have "publicStatsViewable": false, but as noted by others, documentation says statistics (and view count in particular) should still be available, and it worked fine prior to Thursday.

Nevermind, it appears that our youtube curation team had become tired of waiting for a fix and changed all the video settings [publicStatsViewable] to allow the statistics to be read.

Testing here on 3 to 2000 videos via javascript ajax, we consistently get a snippet and contentDetails object for every video, but the statistics object is on anywhere from 10% to 80% of the videos (never 100%).

Looking at our metrics, the problem appears to have resolved but then about 30 minutes later most of our queries are getting denied with a quota error. If I check the Google API dashboard we are way under our daily threshold. Anybody else with the same issue?

The "statistics" section is no longer missing, but it may not contain any data. That's because YouTube Red series don't disclose any information about views or ratings. So this is no longer an API bug, but a documentation problem.

However, we only get back the statistics part for one of them:

As you can see, the "statistics" part is completely missing for the first video, although the video exists and has more than 3M views:
The two videos above are just an example. This is currently happening with several different videos.
In short, asking for their "statistics" part used to return their statistics data (as explained in the documentation) but now does not.
