Note: it looks like that hardcoded path may have changed recently to
build/intermediates/lint_jar/global/prepareLintJar/
which is breaking IDE support for custom checks.

Notes: this bug is the root cause of the recent https://b.corp.google.com/issues/123377555 , which is due to the recently added lintPublish configuration (https://b.corp.google.com/issues/65248347 ).
Once this bug is fixed we can fix the two workarounds in LintClient.kt (search for this bug number to find them.) I'd be happy to do that part if desired.

Device: Pixel 2 XL
Build Number: OPM1.171019.018
After installing the February security patch on my Pixel 2 XL, I am experiencing random loss of wifi connectivity, despite the phone showing that it is still connected to the AP. Turning Wifi off and on resolves this temporarily, but the issue returns after a while later. Able to reproduce this in Safe Mode as well.
After rolling back to January patch (Build number: OPM1.171019.013) by means of flashing the factory image, I was unable to replicate this issue, leading to my conclusion that something in the Feb patch is causing me and other users to experience this problem. I am facing this issue once again when I updated my phone to Feb patch for the second time.
